APR Staffing Loses Protest Over Energy Department Contract

APR Staffing is unable to protest the Department of Energy, Bonneville Power Administration’s decision to withhold further options under a staffing services blanket purchase agreement because that is a matter of contract administration the Government Accountability Office can’t consider.

APR failed to show that the agency’s allegedly unfair conclusion about its performance, and the resulting decision not to extend options, constituted a procurement process that triggered bid protest jurisdiction, the GAO said in a decision released Tuesday.
