President Joe Biden’s “whole-of-government” plan to combat environmental injustice calls on agencies to steer resources through an array of programs to communities bearing the brunt of historical pollution.
The programs include climate change, clean energy and transportation, energy efficiency, and affordable housing, according to the interim guidance issued Tuesday by the Office of Management and Budget.
Agencies also should take an expansive view of funding that may be used for Justice40 Initiative, which calls for funneling 40% of the overall benefits of clean energy and other federal funding to disadvantaged communities.
