High turnover among judges meant the U.S. Tax Court issued about 19 percent fewer memorandum and division opinions in 2018 than in 2017.
A total of 240 opinions is the lowest number the court has issued in the last four years, according to analysis by Bloomberg Tax. The total is 56 opinions fewer than the 296 the court issued in 2017.
But 2018 was a good court year for the Internal Revenue Service: The agency succeeded in 76 percent
