Trump-era Rollback of Train Crew Rule Overturned by 9th Cir. (1)

A Trump-era decision to withdraw a Federal Railroad Administration proposal that would have mandated two-person train crews violated the Administrative Procedure Act, the Ninth Circuit ruled Tuesday.

The Obama administration rule would have required train crews to comprise two people, up from a minimum of one person, but the rail safety regulatory agency rolled it back in May 2019. Unions have said that one-person crews can be a safety risk, while railroad companies said the rule would have quashed automation.
