Obama Order Creates `Pathway Programs’
To Replace Federal Career Intern Program

President Obama in a Dec. 27 executive order directed the establishment of a new set of “Pathways Programs” for recruiting student interns and recent technical school, college, and graduate students to the federal government, while also discontinuing the Federal Career Intern Program.

Federal employee unions contend that the FCIP has been used widely by agencies to bypass the civil service hiring system, including veterans’ preference rules.
