New York City Mayor Bill de Blasio (D) signed legislation to cap the number of for-hire vehicles on the Big Apple’s streets and start an effort to boost driver pay, imposing an immediate one-year moratorium on the growth of Uber, Lyft, and other app-based ride services in the city.
