Federal Workers Allege Government Bargains in Bad Faith

Government agencies are facing some new challenges as they try to implement three executive orders affecting the federal workforce, including a grievance and two unfair labor practice charges.

Also, some 5,400 Department of Health and Human Services employees signed a petition that was sent to the HHS Aug. 10 alleging unfair bargaining, Tony Reardon, president of the National Treasury Employees Union, said.

The Department of Veterans Affairs is facing a labor union grievance that focuses on its implementation of the executive order that limits federal employees from spending more than 25 percent of their work hours on union representation matters....
