Federal Labor Panel Bulks Up With New Members as Lawsuit Looms

A panel that helps federal agencies resolve labor disputes with their employees appears to be loading up on new members.

The Federal Service Impasses Panel now has eight members, compared with no more than seven members for most of its history.

The FSIP likely will have a more prominent role as the administration continues implementing three executive orders President Donald Trump issued in May 2018 that among other things called on agencies to engage in “effective and efficient bargaining.” The Office of Personnel Management, the government’s central human resources agency, on Nov. 25 told federal agencies to take further steps...
