Government agencies must make sure their collective bargaining agreements are in compliance with the three federal workforce executive orders issued recently by the president, the director of the government’s chief HR office said in memos issued July 5.

Collective bargaining agreements that aren’t in line with the orders need to be changed, according to the guidance memos from Jeff Pon, director of the Office of Personnel Management. Agencies can make those changes by renegotiating the agreements or, when law allows, by eliminating the offending provisions if unions won’t negotiate, one of the memos says.
