A federal judge opened the door for new applications to an Obama-era program offering children of undocumented immigrants protection from deportation that the Trump administration has tried to end.

U.S. District Judge John Bates in Washington barred the administration April 24 from carrying out its 2017 plan to rescind the Deferred Action for Childhood Arrivals—the latest in a series of court decisions halting President Donald Trump’s plans to dismantle an initiative created by his predecessor.

In his order, Bates wrote that the administration’s move “was virtually unexplained” and gave the government 90 days to produce a better reason to end...
