Do Federal Workers Spend Too Much Time on Union Duties?

Nearly 1,000 federal employees spend at least half their work hours performing union representation duties, Rep. Mark Meadows (R-N.C.) said May 24 during a House subcommittee hearing.

Time spent performing union representation is also known as “official time.” It is needed to address labor-management issues that otherwise wouldn’t be resolved, federal employee unions say. Official time also is needed because federal unions are required to represent all agency employees, even those who aren’t union members, the unions say.
