An Illinois appellate court reversed and remanded an order of the Illinois Labor Relations Board granting the International Brotherhood of Electrical Workers, Local 51’s declaration of disinterest petition, which had terminated the union as the exclusive bargaining representative for some city employees. The court found the city had standing to appeal the board’s decision because the effect of the order was to sever its collective-bargaining relationship with the union, and that the record was devoid of evidence that the board had conducted an investigation as legally required when such a petition is filed.
