Goldberg held that Wayne County Joint Vocational School District didn’t violate its CBA by failing to pay full or partial supplemental payments of 12% of base pay to 10 career technical teachers, even though they met a CBA requirement that they teach at least 241 minutes per teaching day in classes or labs.
