In a matter of first impression, the Colorado Court of Appeals holds that a senior developer in the Governor’s Office of Information Technology is excepted from the Civil Service Amendment to the Colorado Constitution by virtue of his employment in the office of the Governor, and he should’ve filed his whistle-blower complaint in the district court, rather than with a State Personnel Board.
