Webb County, Texas violated the Texas Open Meetings Act when it didn’t provide adequate notice of plans to split its Administrative Services department into two departments and reduce the salary of the incumbent Director of Administrative Services by $30,000, at a public meeting that was characterized as a discussion and possible action to adopt the county budget for the next fiscal year. The notice didn’t contain language that could alert the public that the county might make personnel decisions, contrary to a past practice.
