BGOV Bill Summary: H. Res. 1096, House Staff Unionization Rights

House employees would be granted legal protection to unionize and collectively bargain under H. Res. 1096.

The provisions would apply to staff from various House offices, including personal, committee, and leadership offices.

The 1995 Congressional Accountability Act (Public Law 104-1) created a framework for legislative branch workers to organize under labor relations laws that apply to most of the federal workforce, but Congress hasn’t approved regulations that were issued in 1996 to implement the unionization procedures. The House resolution would formally approve them.
