Groups challenging Florida’s limits on voting by mail agreed Monday to settle their lawsuit against the state, just as a federal trial was scheduled to begin.

Florida Secretary of State Laurel Lee committed to an outreach campaign to inform voters about their options for casting ballots, either by mail or in person, and to “promote voting options to college-age voters, communities of color, and seniors,” according to the settlement agreement.

Her office also must hold at least one workshop before the Nov. 3 general election to educate local elections supervisors about prepaid postage and the use of drop boxes ...
