Supreme Court Rejects RICO Appeal by Payday Lending ‘Godfather’

The U.S. Supreme Court refused Monday to hear a challenge by the “godfather of payday lending” to his fraud and racketeering convictions for funneling high-interest loans through American Indian tribal partnerships.

The justices declined to review a ruling by the U.S. Court of Appeals for the Third Circuit, which last year upheld Charles Hallinan’s convictions under the federal wire fraud statute and a section of the Racketeer Influenced and Corrupt Organization Act that makes it a crime for anyone to collect an “unlawful debt.”
