Audit Faults California Bar on Discipline,
Suggests Further Steps Needed for Reforms

The California State Bar fails to properly discipline lawyers, potentially putting the public at risk, and lacks transparency in reporting discipline backlogs to the legislature, State Auditor Elaine Howle said in a report to lawmakers and the bar.

In a June 18 letter to Gov. Jerry Brown (D) and legislative leaders, Howle said the bar “has not consistently fulfilled its mission to protect the public from errant attorneys and lacks accountability related to its expenditures.”
