In a busy morning for the SEC, the regulator adopted two rules, proposed a third and issued a concept release. These measures deal with significant market matters, such as exchange-traded funds, testing the waters for interest in offerings for all issuers and information requirements in the over-the-counter market. Despite the importance of these matters, however, the SEC called off a scheduled open meeting and approved the measures in private.
