An employer would have ten days to begin bargaining with a newly formed union, and 90 days to reach an agreement, under H.R. 5408.

The bill would amend the National Labor Relations Act to put deadlines on negotiations for reaching an initial collective bargaining agreement between an employer and a newly recognized or certified union. Failure to reach an deal within the time limit would trigger an arbitration process resulting in a two-year binding decision.
